HOW IT STARTED

Where Open Medicare Data Began

We believe that open and accessible healthcare data is essential for improving patient outcomes and driving progress in the healthcare industry. That belief led to CareSet’s founding in 2012, when co-founder Fred Trotter filed a FOIA request with CMS to understand how physicians refer patients. When the data arrived, we released it publicly. That commitment to transparency enabled others to build analysis on the same information, creating momentum around the importance of open healthcare data.

Awarded by AcademyHealth at Health Datapalooza for extraordinary contributions to the liberation of health data. The DocGraph Hop Teaming Dataset was the most comprehensive open map of the U.S. healthcare system.

Pioneer

First to earn CMS VRDC Innovator access

In 2015, we were the first company to receive a CMS Data Use Agreement with VRDC access. Later in 2020, we earned VRDC Innovator access giving us MONTHLY claims data and the most up-to-date and complete picture of Original Medicare, Parts A, B and D.

COVID-19 response with federal partners

Partnered directly with the White House, CMS, and HHS to apply Medicare claims expertise to pandemic decision-making, a direct extension of the DocGraph data liberation work.

Ashish Patel

CEO & CO-FOUNDER

Works at the intersection of data infrastructure, network science, and healthcare policy, with deep expertise in Medicare claims and healthcare data. He has partnered with federal agencies, health data initiatives, and academic institutions.

John Beriont

CHIEF COMMERCIAL OFFICER

Began at Johnson & Johnson and Bristol-Myers Squibb, then held senior executive roles at Quintiles Transnational, HealthSTAR Communications, PDI, Inc., and M3 USA, and founded two companies. Across more than 35 years he has worked both the manufacturer and services sides of the pharmaceutical industry.

CHIEF OPERATING OFFICER

Spent two decades making healthcare data useful, as Executive Director of Enterprise Business and Data Services at MD Anderson, Director of Data Science at Well Health, and founder of Tinova Advisors. He teaches Advanced Analytics in Healthcare at Rice University and oversees operations, data delivery, and compliance.

Sepideh Naseri

CHIEF DATA & ANALYTICS OFFICER

Joined CareSet in 2025 overseeing data science, engineering, and analytics, with more than two decades building AI platforms and analytics infrastructure in healthcare and financial services. She holds a master’s in AI and Robotics from Tehran University and completed executive education at UVA’s Darden School of Business.

A Note on Fred Trotter

Fred Trotter is CareSet’s founding CTO. In May 2025, he joined the Digital Service at CMS to work directly on the National Provider Directory. CareSet participates in the NPD ecosystem as a formal contributor. Fred’s CMS role is independent from CareSet’s commercial operations.
